The toothpaste is made for any age, starting at 0. The mints are a separate question, and they are for ages 4 and up, because a tablet needs to be dissolved rather than chewed or swallowed whole.

It works the other way around. Brushing clears the surface, then the mint goes in on a clean mouth. Leave 30 minutes before eating or drinking so the strains have a chance to settle.
